What does it mean when it says tangent to the x axis? How would i solve this?
when it says at (2/-3) i mean at the center.

When it says tangent to the x axis, it means that the circle hits the x axis exactly once. If you think of all the circles with center (2,-3), the small ones will never hit the x axis and the larger ones will hit it in two points, but there is exactly one circle which hits the x axis in only one point. Since the tangent to a circle is perpendicular to the radius to the point of tangency, the radius which goes from (2,-3) to that point on the x axis where the circle hits the axis must be vertical. Thus, the radius of the circle must be 3 (the distance from (2,-3) to the x axis), and so the equation is (x-2)^2 + (y+3)^2 = 3^2 = 9.
