Schools throw around cognitive disability, cognitive impairment, intellectual disability, borderline intelligence (mildly slow, IQ 71-84). These are all acceptable and not offensive.

No, the phase "slow minded" is highly offensive. That is no different than calling someone "Retarded". The correct term to use is "Intelligently Disabled". BTW, "Mentally Challenged" could also highly offensive and should not be used either.

well, after you have used "mentally challenged" a few times, just refer to them as the "challenged person".
'slow minded' can mean different things depending upon the context.
It could be someone stubborn to change their view until totally convinced, or someone
who does understand what you are talking about, but just needs time to absorb it, and integrate it
in to the other knowledge and experience they have.
